A Merseyside police detective filmed and sent a video about him, plus a cab of the police station while he was in return. Former Constanta Detective Thomas Hankin appeared in front of an incorrect conduct of conduct, on Monday, February 3, 2025, where Hankin was heard on November 17, 2022, at the Marsh Lane Police Station in Bootle.

At 10.41, during his exchange, he sent a WhatsApp video with a man who performed a sexual act that was filmed inside a toilet cabin. The video was sent to an unknown person.

Hankin’s computer was blocked between 9.51 at 11.04, during which time he sent the video. It was found that the cabin in which the video was filmed was that of the toilets in the station closest to the PVP office.

The panel found that it is “more likely than no” filmed while the officer was on duty. He continued to explain how the evidence indicates that they are sent immediately after being filmed.

A report published by the force said: “The panel claims that the video is more likely to be sent immediately after it was taken, rather than previously, stored and then sent. There is a long gap during which the officer does not use his computer, during which the video is sent.

“The panel also mentioned that, on December 13, 2022, the officer also, during a break of activity, can be shown to have connected on the porn website. Taking all these issues together, the panel found that he was more likely filmed at work and even before being sent.”

During the meeting, it was also heard how Hankin used a police system during exchange on December 13, 2022, to check if a vehicle was registered markers. This was requested by message the day before and told the person that there are no markers on the vehicle about the Merseyside Police. No personal mitigation was presented.

The hearing, heard in front of the assistant chief, leader Alex Goss and two independent members, found that Hankin committed an incorrect raw conduct while being hired the police. The result was: “the dismissal without notice (if the officer still served).”

The former officer was placed on the police college list. Merseyside police have been approached for comments.
