NCRC for launching civic education, public constituent creation consultations

The National Commission for Constitutional Review (NCRC) said on Thursday that the civic education and public consultations will begin on the process of elaborating the Constitution until March 20 to collect data for the production of the first project.

The chairman of the commission, Dr. Riang Yer Zuor, made the revelation on Thursday during a visit from the business of Minster Cabinet Dr. Martin Elia Lomuro, who also doubles as Secretary General of the High Level Committee for the implementation of the Peace Agreement, which went to evaluate the progress of the commission.

“In order to go to the beginning of our activity on the funds of the creation of the Constitution, we, in collaboration with the partners and the Government, have to launch the campaign of civic education and public consultations until the end of the month of March,” he said.

Addressing the NCRC members and partner organizations, Dr. Zuor said that the Commission proposed to launch activities at the end of this month to carry out the 18 months allocated for the completion of the permanent Constitution.

“This will allow us to make sure that a step of the process is concluded by producing the first project of the constitutional text,” he said.

However, the president of the NCRC mentioned financial challenges and said that from the budget of $ 43 million for the process of elaboration of the Constitution, the Commission received only $ 800,000, which was exhausted for renovations and construction some offices. He said that the other challenge is the incomplete composition of the commission membership.

He asked the Ministry of Finance to ensure that the remaining resources are quarterly for the smooth conduct of the Commission’s activities.

For his part, the Minister of the Cabinet, Dr. Lomuro Dr. said that one of the problems that most citizens in the Constitution are concerned is the devolution of the powers, which must be expressed before the elections.

“The government is preparing the country to go to elections and must be driven in accordance with a permanent constitution, because people have thought there are problems that are not covered in the current Constitution,” he said. “One of the problems that people concern is the devolution of power. People are worried about justice. “

According to Minister Lomuro, the management of the commission under Dr. Zuor has proven capacity, is competent and has the country at the heart.

“He (Zuor) does not lead him as a political party, but leads him collectively with his colleagues and that is why today we are here to evaluate the procedural training of the commission and a very well -known theme for the people who led the Constitution,” he said.
