A career criminal with a delight to take cars on Joyrides has hit dozens of times only in December – but remains on the streets because of the laws of the state’s Laxa bail.

Halbert Burke, 58 years old, who has 60 busts under the belt since 1990, entered his current van on December 22, telling the police: “I took it for a Joyride,” according to a criminal complaint.

But he did not stop there – he continued to fight and go without bail on February 18th.

“Yes, from this moment they are so exhausted that, afterwards, many convictions only charge it with crimes,” a frustrated source of law enforcement told The Post.

Burke has 11 convictions from 2017 on his file – and 24 crime arrests since then, sources said.

And yet, the system can not hold it, because the state parliamentarians have adopted measures to reform the criminal justice in 2019, which are looking for the bail for most crimes – including the Great Larceny and the criminal possession of stolen property accusations with which Burke continues to be hit.

His recent assumption, began on December 22, when he was supposed to enter a parking lot on Drake street from Bronx shortly before 4:30 and left in a truck parked there, prosecutors said.

Shortly after 8 in the morning, the next day, Burke was arrested again in Second Avenue and East 126th Street in East Harlem because he had left with a utility vehicle owned by Luciano Trucking.

The driver told the police that he had parked the utility vehicle, but when he returned, he disappeared.

The police caught a Burke, who said he took it for a Joyride, according to a complaint.

Burke was accused in a series of thefts and a lot of others on January 18, when he was arrested for leaving with 10 vehicles, most of the vehicles and trucks, according to the authorities.

Released without bail, the skilled criminal was again in handcuffs on February 4, when he was arrested on Washington Avenue from Bronx around 1:30 and was accused of leaving a car from 2016 – even though the driver told the police to lock the vehicle and took the keys.

Burke is assumed to have been caught on the supervisory vehicle stealing the car, according to a complaint.

Released again, Burke was ennobled on February 18, after the police said he had left in a two-door white utility vehicle around 12:30 on the Southern Boulevard.

According to the complaint, a witness saw Burke at the wheel and was arrested again, this time he hit with unauthorized use of a vehicle and the criminal holding of the fourth degree of weapon, after the police said he had a black dagger on him when he was prevented.

It now has five open cases – two in Manhattan and three in Bronx – but it remains free.

Burke’s public lawyer could not be contacted for comments.
