The man accused of several cases of sexual conduct will not face charges of crime

A man accused in three separate cases of sexual conduct in Colombia will not face charges, prosecutors said.

According to a Monday press release, Police in Colombia arrested Michael Shields, 45, from Colombia about two incidents. The police say that the first incident took place in block 3600 on Rangeline Street on December 11, 2024.

The second one is supposed to have happened on February 28 in the 1900 block of North Providence Road.

Shields was charged on Monday of a 1st grade sexual conduct, an offense in relation to the February incident. He was also accused in February with a first -degree sexual conduct for the alleged December incident. A probable statement says that in both cases, Shields followed women around a store while masturbating.

According to the prosecutor of Boone County, Roger Johnson, Shields was accused of a class A crime on Monday, because he had a sexual conduct. Currently, he is held in the prison in Boone County, without bonds, under this accusation. The maximum punishment in this case is a year in prison. However, Shields is accused of a B -class offense in relation to the December case and is owned by a $ 5,000 obligation for this fee.

Johnson said that Shields will not face charges of crime because of the law of Missouri, allowing to happen only when the victim is a child.

“There are certain circumstances in which it could be a crime, depending on where they do,” Johnson said. “So, for example, if someone has entered a store and enters and commit a crime, it may be a theft.”

Shields is facing up to one year in prison, if he is convicted and will probably not be left at any time, according to former Cole County prosecutor, Bill Tackett.

Tackett said cases that involve sex in general are built in terms of laws that can be placed in different places. Cases can be transformed into different cases that can be increased to an offense by using the same conduct for a different crime. Tackett said it is probably in this case that it matches an offense.

“I think the legislator about this was felt for this conduct, a year of prison was a lot,” Tackett said. “So, up to a year in prison is available and I think that our judges under these conditions are definitely incarceration.”

Online judicial records show that Shields was also accused of sexual conduct in January 2024, after it was supposed to be masturbating while talking to a victim at Indian Hills Park in April 2023.
