Prison, caning for the man who sexually abused sister and had sex with minors

Singapore: A man who sexually abused his biological sister and had sex with two other minors was sentenced to 16 years in prison and 15 reed blows (March 10).

The 27 -year -old man, who cannot be named because of a gag order, was guilty for a number of molest and four charges of sexual penetration of a minor under 16 years.

Another 15 charges of similar nature were taken into account for his conviction. One of these accusations involves the man who helps a co-accused person to rape one of the victims in June 2020.

The co-accourse was eventually sentenced to eight years in prison and three reed blows by the Court of Appeal.

During his hearing, which took place at the High Court, the court heard that, once, between December 6 and 31, 2016, the man – who was 19 years old at that time – called the sister, then at 11, in his room and closed the door.

At that time, the victim’s mother, niece and nephew were sleeping in a separate room.

Feeling sexually awakened after consuming alcohol earlier, the man showed him a pornographic video and asked if he was willing to perform a sexual act on him.

When he refused, he grabbed his hand, placed it on his private parts and instructed him to hit him.

Since he struck him earlier when he did not comply with his instructions, the victim did not dare to say not or to use help, he heard the court. The man proceeded to molest the victim.

Sexual abuse came to light only in October 2020 – four years after the incident – after revealing it to the teacher and the form counselor, which led to a police report on October 5, 2020. The court heard that he confessed to her older sister and mother a month before, in September 2020.

Also, the man pleaded guilty to have sex with two other minors a 14-year-old girl and a 13-year-old girl on July 2017 and November 2019.

She entered a relationship with the 14-year-old girl in June 2017, after talking to her in a WhatsApp group. At that time, he was 19 years old.

A month later, when the pair met on a scale that landing on a multi-storey parking, he penetrated her sexually. The girl later revealed the incident of her form teacher, who informed her mother and a police report was made.

Following the police report submitted by the victim’s mother, the police have registered a man’s statement in May 2018.

Despite this fact, he remained undetermined and continued to offend.

In October 2019, she entered a relationship with another minor, a 13-year-old girl who met her through her friends. He was 22 years old at that time.

The court heard that, between November 2019 and April 2020, he had sex with the victim on several occasions.

On April 15, 2020, during a routine patrol, the police found with the girl when landing a multi -storey parking lot. A check on his phone revealed videos with the little girl who had oral sex on him. He was subsequently arrested.

Deputy Public Prosecutors Sheldon Lim and Kelly NG have been sentenced to 15 years and 14 to 16 months in prison and 17 or 18 reed blows, given the general period of its crimes and the type of victims involved.

“The accused has repeatedly demonstrated that he has no qualifications on these victims who placed his confidence to protect them and did not use them as tools for his sexual satisfaction,” they said in their submission.

In conviction, justice Hoo Sheau Peng said that the man is a serial offender, adding that it is necessary to impress that his offensive behavior is serious and discourages him to reof after his release.

She added that a powerful message should be sent to offenders with similar thinking, who take over the vulnerable victims for their sexual satisfaction is a behavior that will not be tolerated.

While the defense argued in their mitigation plea that the man had a clean registration, justice Hoo said he should not be considered first -infractor, because he has already committed other sexual offenses on previous occasions, including crimes against his sister.

“This is a case where the law has simply caught the accused too slowly,” she said.

The punishment for the sexual penetration of a minor under 16 is up to 20 years in prison and fine if there is an involved operating element or up to 10 years in prison and/or a fine.

If the minor is under 14, the maximum prison term is 20 years, and the offender can also be amended or registered.
