Passwords refused for the offender with three attacks, the convicted sex offender remains in prison

Passwords was refused for a criminal sentence with three strikes, for the crimes committed 20 years ago.

The Office of the Kern County District Prosecutor announced that the California (BPH) hearing council has denied the release of the convicted sexual offender, Leon Romine.

On February 4, 2025, BPH found that it continues to present a current and unreasonable risk for public safety.

The DA office declared, on January 25, 2003, the law enforcement forces went to a house on the Roberts Lane in Bakersfield to verify if Romine respected and registered as a sexual offender.

As part of the investigation, law enforcement found out that Romine had not been able to record their correct address in July 1997.

According to the DA Bureau, on April 9, 2003, a jury in Kern county found Romine guilty of non -compliance as a sexual offender.

Also, the court considered that Romine suffered two previous strike condemnations. The first strike was in 1984 for Lewd or Lascive acts with a child under 14 years old. The second strike was in 1990 for rape by strength or fear.

On May 7, 2003, a judge of Kern county sentenced Romine to 25 years in life in the state prison in accordance with the California Law with three strikes.

On February 4, 2025, BPH led the second hearing of Romine. Romine, 73 years ago, served almost 22 years in prison for his last conviction.

The commissioners focused on the current physical state of Romine and on his recent psychological evaluation, evaluating a moderate risk of re-infraction. The Kern District Prosecutor’s Office asked BPH to refuse the condition of conditional freedom. BPH found that Romine was not suitable for conditional freedom and was an unreasonable current risk for society. BPH has the option to deny a freedom of freedom for a period of 15, 10, 7, 5 or 3 years.

The Romanian commissioners issued a three -year refusal.

District lawyer, Cynthia Zimmer, commented on saying: “Romine is a notorious convicted sex offender who tried to evade the law – a serious crime. In view of its high risk of re-examination, I am relieved that the commissioners of the Board of Directors have taken our concerns seriously and made the decision to refuse its release in the community. “
