Cebu City Passes Law Vs Porn Online for Children

An ordinance that prohibits online sexual abuse and exploitation of children (OSAEC) and sexual abuse and children’s operating materials (CSEAM) in Cebu City has been approved by the Municipal Council.

The measure passed on Wednesday, March 12, 2025, aims to protect children against the bad effects of the use of the Internet and to prevent online abuse and sexual operation.

Councilor James Anthony Cuenco, the author of the ordinance, said on Wednesday that the measure aims to strengthen the city’s struggle against Osaec-Csaem against the background of digital platforms.

Number as the ordinance of the city 2767 and entitled the anti-Oosaec ordinance, Cuenco explained that it aims to locate the efforts applied by the general laws, such as Republic (RA) 11930, or by the abuse of anti-line and the exploitation of the children of children, and RA 11862 or of the extended anti-trament in the law of persons 2022.

“By doing this, Cebu City reaffirms its commitment to protect children and create a safer environment for everyone,” he said.

The ordinance of the city 2767 forbids access, holding, producing and/or distributing images and videos of online sexual abuse materials. It also includes the prohibition of the care of children for sexual purposes.

The ordinance defines care as a predatory act of establishing a relationship of trust or emotional connection by another with one child, either in person, or through the electronic device for the purpose of perpetual sexual abuse
or exploitation.

Moreover, the ordinance prohibits the live transmission of sexual abuses on children, sexuality and other illegal or prohibited acts provided in accordance with RA 9775, or the 2009 anti-child pornography act, RA 11862
and RA 11930.

The ordinance also represents the responsibility of the owners of malls and other business units to notify the Cebu City Police Office or the National Investigation Bureau and the Inter-Agency Council, against traffic traffic within 48 hours from obtaining the facts and circumstances.

Accommodation suppliers are also covered in this ordinance, stating that suspicious reservations involving frequent short residence with minors by a single adult guest, without a valid reason, and guests who refuse to provide identification.

Section 9 of the Ordinance provides for the Department of Social Assistance Services to ensure the victims of the child of sexual abuse or care, custody and adequate support for their recovery.

Emergency shelters or adequate homes are provided, alternative family care, counseling, free legal services, medical and psychological services, living and training, educational assistance and assistance services. / JPS
