Police identified the accused as Nisha Rani and said that the case was registered following statements from the district education officer (Deo Elementary), Ravinder Kaur, who discovered the “irregularities” while investigating the accused at the Government Primary School (GPS), Giaspura.

The case was registered in sections 409 and 420 of the Indian Criminal Code (IPC). Gurdial Singh, Daba (Shi) station officer, said that the first information report (FIR) was registered on March 13 and that the records were requested from the Education Department.

According to Deo Kaur, the accused would have made over 2,500 false admissions during his time. She said that the manipulation distorted records and allowed undue benefits, such as the meals in the middle of the day, uniforms and books to be fraudulently claimed.

A final investigation report on the irregularities, prepared in December last year, indicated the “administrative laps” under Rani’s leadership. The investigation, led by the director of the upper secondary school of the Basian government, Gurdeep Singh and Sidhwan Bet-2, the primary education officer, Hardev Singh, found that at least 39 students were falsely marked that they participated in examination 2023-24.

According to the report, other students were made to stay in their place. The report said that this allowed the school to request government subsidies for the welfare of the students.

The report found almost 6 Lakh were withdrawn from the school welfare fund using self-signed checks, violating the regulations. Salaries for kitchen helpers from mid-day have been withdrawn in cash instead of being transferred to their bank accounts. The report also pointed out the falsification of the School Management Commission, the signations of President Balbir Singh on important documents, such as cash invoices and books.

Earlier, Deo Kaur reported several discrepancies during an inspection at Giaspura School in October last year. She argued that the presence records of September 2024 do not match the E-Punjab portal, there was no proper calendar, the shares for uniforms were incomplete, the essential approvals for the class renovations were missing and many classes did not have the recognition sheets for the optical brand (OMR). She said that “the chaotic management of the class” indicated the administrative state of deterioration of the school.

Following these disclosures, Rani was suspended in October 2024, and those assigned to GPS, Mattwara the following month. She did not assume the accusation and I was issued a case notification. He was then transferred to GPS, Sekhewal.

In January, the Education Department ordered another investigation into alleged discrepancies in the GPS food cereal stock, Giaspura. The investigation found a mismatch between the food stock of October 2024.
