Closed, but not accused: Cleveland’s arrest practice raises fundamental concerns of justice, say the specialists

Cleveland, Ohio – about one in seven people arrested last year by Cleveland Police and reserved in Cuyahoga County Prison was released without being accused, the data shows.

The city officers place people in the unit and subsequently issued them without accusations at a much higher rate than any other law enforcement agency. The problem is at the center of a city dispute of the city and one that experts say raise deeper concerns about the criminal justice in northeast Ohio.
