The conviction board is preparing to suspend the introduction of orientations criticized as leading to a “two -level” justice system following a line with Downing Street, according to people familiar with its plans.

The body said that it will delay the controversial guidelines for judges in England and Wales to seek pre-set reports for criminal offenders, just hours before being implemented.
