Captain Charter stuck on theft, assault, battery charges

Sarasota, Fla. (WWSB) – Investigators at the Punta Gorda Police Department said on Saturday that a captain charter was arrested after a heated attack between him and another driver.

During a press conference, on Saturday morning, the head of Punta Gorda, Pam Smith said that Brock Horner, 40, was arrested on Friday night under the charge of attack with attack and battery charges.

The arrest coming after Horner was caught on the camera, arguing with another boater under the Barron Collier bridge.

According to a press release of the Sheriff’s Office in Charlotte County: on April 1, 2025, at about 19:30, an incident on the Navigable paths in the port of Charlotte involved involving an illegal boarding and the confrontation between two people on separate ships.

Following an investigation of the Punta Gorda Police Department, Brock Horner, 40 years old (Dob 01/08/1985), was arrested and charged in accordance with Statute 810.02 (2) (A)-attack with attack or battery (non-force entrance).

The investigation included the revision of the video tests provided by the victim, together with the interviews with several persons involved or present at the time of the incident.

Based on the information collected, the marine unit of the Punta Gorda Police Department has established a probable cause to accuse Horner about illegal embarkation and threats during the altercation.

Horner was placed under arrest and is currently in arrest at the Charlotte County prison.

According to the investigation, Horner pulled his ship with the victim’s boat without a permit and climbed illegally.

During the unauthorized entry, Horner threatened the victim, climbing the situation in a crime.

In addition to the local criminal investigation, the Florida Cave and Falogy Fish Conservation Commission (FWC) and the United States Coast Guard conducts separate investigations due to the location and nature of the incident.

“This type of behavior will not be tolerated on our waterways – or nowhere else in our city,” said Pamta Gorda, Pam Smith.

“We hired ourselves to ensure the safety of our residents and visitors, both on land and on the water.”

On Saturday afterwards, Horner was linked to the prison in Charlotte County, according to the sheriff’s website.
