Mr. Tucker also refused an incorrect serious conduct, claiming during the meeting that he had taken action because the woman, Miss A, kicked a council basket, shouted and feared that it was a threat to the public.

However, Mr. Phillips said, “Miss A was not a risk to anyone else and this would have been obvious for the Tucker PC.”

Mr. Phillips said that Mr. Tucker dragged him to the ground while her hands were inclined behind her, which was “useless.”

It could not be determined if the bruises he was suffering from was due to the incident or from a previous fall, while he is in a state of intoxication.

Barrister Mark Ley-Morgan, representing the force, said: “It is more luck than the judgment that what the officer did did not lead to a serious injury.”

Mr. Ley-Morgan added that the members of the public following the incident were “distinctly unimpressed”.

“It undermines confidence in the police service,” he added.
