Farmer has closed after a three-year-old killed by vehicle-HSE Media Center

A farmer was closed after he failed to ensure the health and safety of his three -year -old son.

SPAIKMAN river was lost in July 16, 2022, after being led by a Telehandler who was led by his father Neil Speakman.

A joint investigation by the Executive for Health and Safety (HSE) and Greater Manchester police found that Mr. Speakman had failed to make sure that Albie was away from work activities at his family’s family, Greater Manchester. Telehandler led by Mr. Speakman was in weak condition.

Mr. Speakman, 39, used Telehandler to move Woodchip to bags, while Albie was allowed to play in a small uninterrupted garden in front of the Bentley Hall Farm.

The three -year -old wandered in the farm yard and was fatally hit by Telehandler while he was reversed.

Inspector HSE, Mike Lisle, said: “This tragedy could have been easily avoided if our guidance was respected.

“Our guidance clearly states that children should be kept away from agricultural activities and work traffic, remaining in a safe space, such as a safe play area.

“Farms are jobs, but they often have a farm house in the field. This makes the provision of safe areas for children even more important. “

The HSE and Greater Manchester police investigation identified that Mr. Speakman has failed to make sure there is a securely segregated area for the river to play, so it was safely kept by the work at the farm. Instead, Albie Is allowed to move to the farm yard while the vehicles were driven.

The investigation found that Mr. Speakman borrowed Telehandler from a neighbor and, while he used the vehicle, was not properly trained and did not take into account the risks involved in its use. Telehandler lacked a mirror on the side of the passenger, while the driver’s wings mirror was dirty – reducing Mr. Speakman’s visibility while the vehicle was operating.

Neil Speakman, pleaded guilty of violating section 3 (2) of the Law on health and safety at work, etc. Act 1974, after being accused of the Criminal Investigation Service (CPS).

I have a 12 -month prison sentence and was ordered to pay 2,000 pounds at the Crown Street Manchester Minshull Court on February 28, 2025. Mr. Speakman must meet at least six months in prison.

Following a trial at the Crown Street Manchester Minshull Court, Mr. Speakman was not found guilty of serious negligence in February 2025. This accusation was made by CPS following a Greater Manchester police investigation.
