Manchester student supports Monday of sexual abuse by SRO who has taken his life – NBC Connecticut

A student of Manchester high school speaks of the charges that he has been sexually assaulted by a Former school resource officer.

Nate Baber, a lawyer for the alleged victim who wants to remain anonymous, said his client claims that SGT. Ryan Moan from the Manchester Police Department has sexually assaulted him several times from the end of the summer until November, when he was on leave.

“The evidence is quite overwhelming; the story and statements are horrible,” Baber said. “Like most sexual predators, who prey to vulnerable women or boys, he began the process of caring for it, to make suggestive observations, trying to realize what was her level of flexibility with the level of comfort, because it was a level of school resources, as the police said. Usually, and eventually turned into physical contact, sexual aggression and rape. “

The alleged victim is 18 years old, but was 17 years old at the time of attacks. Baber said he was part of the program of high school police explorers, who is for students interested in law enforcement.

“Initially, it was worried that talking about it would prevent others from trusting the law. In fact, Sgt. Gem, he suggested that if he said to someone, he could ruin his chances of being in the future,” Baber said.

She said that the attacks happened both in Moan’s police cruiser and her high school office.

“My client is the one who alerted the police on very disturbing messages, including social media messages, which they thought were private, which determined that the police department would get his phone and discover additional assault, abuse and harassment evidence, which eventually led to his arrest,” he said.

The twin was arrested on December 6, 2024, under charges, and then died by suicide near a boat launch in Vernon.

“He feels that the opportunity to face was taken from her. He understands that his testimony and what he could recognize when the evidence was so clear, he plunders an opportunity to be claimed,” Baber said. “One of the most important things is that they get to face their abuser and that there are a number of victims of this man who will never have this opportunity, but that he imagines exactly why he did it.”

When he was first arrested, Matt Geary, the superintendent of schools and Steve Stephanou, the city manager, in a common statement, said the accusations did not involve any students from Manchester.

On Friday, they launched another statement to families, writing that they “received accusations of sexual conduct by the SGT. Gemut who involved at least one parliamentary student, with information that there could have been additional victims of the students. “

The city and district promised to review their policies to prevent this from happening again.

“As parents, we understand the impact that this news will have on the parents and guardians who place our confidence in those who serve our students. There is no question that something like this agitates the confidence of students and families in adults in our schools, ”wrote the pair.

“While SROs are certified police officers and are subject to rigorous and current funds, it is our task to keep students in our schools and our community and, while we have policies and procedures that are aligned with the legal requirements, we are employed to review those processes to prevent this to prevent this. Trust carers of our children, ”the statement read.

Baber now intends to sue the city, saying that too many people knew about it and are complicit.

“When I told me the story, I knew immediately that someone had to be responsible, some adults or more adults, or in the city of Manchester, the school district or, of course, the police department should have seen the many red flags,” Baber said.

The city has hired an external law firm Cowdery, Murphy & Healy, LLC to investigate this case.
